SALARY RANGE: $88,400- $98,840 DOQ

Position Summary: 

Performs operation and maintenance activities of the water treatment plants and wells. This position will require decision-making skills considering all pertinent data and information needed to ensure the right decisions are made. The position will require effective communication with relevant state agencies, such as CDPHE, and have a great deal of experience with the Colorado Primary Drinking Water Regulations. This position will be responsible for ensuring that the Towns water system is fully compliant with all sampling requirements assigned to the drinking water system. The position will require supervision of all certified water professionals in their daily duties. Develops and maintains the preventative maintenance program for the water system. The position will develop and maintain the hydrant flushing program, wellhead maintenance program, valve exercising program, augmentation requirements, equipment maintenance program, scheduling of the on-call operator rotation and tool and equipment inventory. The position is expected to provide mentoring for all junior personnel in the department and provide feedback to the Director of Public Works.

Essential Duties and Responsibilities:

  • Performs operation and maintenance activities of the water treatment facilities and pump stations.
  • Assists the Director of Public Works with department training and helps with mentoring the junior personnel as they advance in their careers.
  • Works with the junior operators to establish and maintain a safe working environment.
  • Works with the Lead Operator to provide insight on all aspects of water plant operations and maintenance.
  • Ensures the Town of Monument Water System is fully compliant with the State Drinking Water regulations.
  • Investigate and analyze system operations to provide feedback to management for improvements.
  • Assists with budget preparation and future forecasting of projects needed.
  • The position will require daily updates to the Director of Public Works as to the status of operational readiness of the Town’s Water System.
  • The position will assume the duties of the ORC, (Operator in Responsible Charge), for the Towns’ water system as determined by the Director of Public Works.
  • Other related duties as assigned.

 

 

Knowledge, Skills and Abilities :

  • Ability to learn the theory, principles, practices and methods of water system operation and maintenance.
  • Ability to learn principles of the Manual for Uniform Traffic Control Devices.
  • Ability to interpret Material Safety Data Sheets for hazardous materials used in Water Department maintenance.
  • Ability to learn material classification and operate equipment used in the Water Department maintenance such as loaders, backhoes, Vac-truck, pumps, snowplows, grinders, welders, drills, demo saw, generators and miscellaneous hand tools.
  • Ability to learn operations of electrical testing equipment such as an amp probe and voltmeter.
  • Ability to learn, operate and calibrate all air monitoring devices and ability to enter confined spaces using the Town’s safety hoist retrieval harness system.
  • Ability to be fit tested to don an SCBA to enter an oxygen deficient area as necessary.
  • Ability to diagnose and troubleshoot water treatment, distribution and tank related problems and they arise.
  • Ability to maintain complete and accurate lab records for all required testing.
  • Monitor data results to determine process changes required to maintain the highest water quality.
  • Ensure all SCADA related systems are in good working order, coordinate with required vendors as necessary for updates.
  • Establish and maintain effective communication and working relationships with other public work team members, vendors, inspectors, and the public.
  • Must be available for duties, as well as the possibility of irregular hours, including nights and weekends.
  • Supervisory and management skills to oversee, lead, coach, mentor and direct.
  • High comprehensive analytical and problem-solving skills.
  • Ability to handle sensitive and confidential information with discretion.

Qualifications:

 

Education/Experience Required:

  • High School diploma of G.E.D.
  • Six (6) years' experience in water treatment and distribution, of which (4) of those years must be experience with the Town of Monument's Water System or a similar sized system.
  • Experience in operating heavy equipment, basic piping repairs, underground utility repairs.
  • Possession of a Colorado Department of Public Health and Environment Water Treatment Operator Class 'B' license and Distribution Class '3' license.
  • The position requires a valid driver's license to be current at all times and a CDL Class 'B', or the ability to obtain within 1 year. (Provisions could be made for a water relevant certification cush as a Backflow Tester Certification if the CDL is not attainable due to medical reasons).

 

Physical Demands:

  • Sitting, talking, hearing, seeing, reaching, walking, bending, lifting, climbing, and stooping.
  • Must be able to lift up to 75 pounds.
  • May be exposed to chemicals and other hazardous materials. The incumbent’s work may expose him / her to high places, dangerous machinery and its moving parts, sharp tools, fumes, chemicals and / or toxic substances. 
  • The position will require travel to various work sites and mobility in extreme weather conditions.
  • Able to drive a 4-wheel drive truck.
