Job Summary

This position is responsible for the development of contractual policy and procedure for Minnesota Department of Public Safety (DPS) implementation/execution and identifies opportunities for continuous improvements to the Agency's Professional/Technical (P/T) contract policies and business processes. This position is responsible to provide oversight and approval for the development of contractual agreements within the DPS divisions as directed or assigned, interacts with all levels of agency personnel, provides analysis and policy direction on contract management issues, and develops and presents reports and analysis to agency leadership and other state officials when needed or requested. This position is responsible for ensuring statewide procurement policies and standards are met in the development of P/T contracts. 

Qualifications

Minimum Qualifications

Three* (3) years of professional experience in the following areas:

• Experience with State and/or Federal contract and procurement laws, policies, and procedures.
• Experience drafting/developing and servicing a variety of contracts.
• Creating, updating, maintaining agency standards regarding contracting activities.
• Experience with Microsoft Office products, including Word, Excel, Outlook, Teams, SharePoint, etc.
• Experience analyzing and evaluating risks related to contracting.

*A Bachelor's degree in Public Administration, Business Administration, or a related field may substitute for 12 months of experience.

Preferred Qualifications

• Experience working in Minnesota's Statewide Integrated Financial Tools (SWIFT) including contract procurement modules, reporting and OBIEE queries.
• Advanced professional knowledge in negotiations, contract terminations, renewal, and policy development.
• Experience conducting legal research particularly as it pertains to contracts and State statutes, rules, and Federal regulations and funding sources including the Uniform Guidance and the Federal Acquisitions Requirement (FAR). 
• Experience resolving contract disputes and recommending solutions to complex problems.
• Successfully develop complex and novel contracts with multiple parties.
• Continuous improvement, project management and coordination of contracting processes and people.
• Experience establishing Internal controls over contracts.

Physical Requirements

Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
